Audi electricicals being what they are......
On my '84 5KS #11 relay just operates the fan and #6 does the door
lights.    On every other type 44 with the GM compressor  the normally
aspirated versions I've come across #11 is indeed the AC relay, jump it
across the left/right female spade to check.  On the '90 200TQA the #6
relay is a "spare".
If the relay was intentionally removed, there may be something wrong
downstream, so it might be a good idea to make a fused jumper, just in
case.
Post if you find anything interesting while troubleshooting.
