016 transmission 4kq/vw syncro

I have read and heard that the 016 transmission should not have tranny fluid
filled until it comes out the fill plug.  It should be 7mm below the fill
plug when full.  How in the world do you do that?  Is it a problem to "top it
off"?

Can i get input on audiquattroparts.com.  Like how reputable?  pricing?
ordering problems?  They seem to have a great website.
