92 CQ: heater control problem

Standard heater control, no A/C - the air direction control is not functioning but temp and fan controls are OK. I tried removing the control knobs and panel but then the white panel behind them has very little movement once the four screws are removed.
Should there be enough movement in the wires/cables/etc to be able to shove the white panel back and then pull it out at an angle past the screw mounts.
It looks more like you have to remove the centre console and then the whole fascia to get access behind there but I'd rather be sure before going for it!
