ABS question-89 200q

ABS off light stays on all the time.  The ABS IS off.
When I engage rear diff, the ABS relay chatters like
crazy.  Constantly and every time until I either
dissengage it at the switch or it opens automatically
at 25 mph.  Does this ring a bell to anyone?  Anything
obvious to check?
