Quick question about starter motor...

Hi!

I'm putting my starter motor back together again. Been apart for months
which I cleaned, polished and source pieces for it.

Just a question regarding the starter flywheel. It's the toothed gear
which touches the flywheel and has a bearing-like piece just behind it.
Is that piece suppose to rotate separate from the gear? The insides of
the starter were pretty corroded when the thing was disassembled, so I'm
wondering if this piece is seized or is supposed to be like that.
