Dremel tool.  At a couple thousand RPMs, the disks will make
mincemeat out of just about anything.

Don't go for the cheesy wafer cut disks; look for the "heavy duty"
disks; slightly larger, but more importantly, far more durable.

Let the speed of the tool do the work- don't press hard.

As Jim mentioned, one could drill the head of the bolt off, but
that's not nearly as fun :-)
