Silverstone headlights & others

Sylvania just came out with "Silverstone" bulbs. They're supposed to
be the next great type of bulb. They're ridiculously expensive at
like~$30 per bulb. Their ratings are 70/50w for 9004's. I wonder if
they're any good, but not for that price. I'd just go the relay route
on stock or higher power bulbs.

Next, in the local KMART, I found 9004's made by Philips in a High
Visibility version. I checked the housings and they are the same
wattage as the others @ 65/45. The package says, "unique filament
location", or something like that. So, I compare them to their
standard models. They look identical. The locations are the same and
the housing are, as well. Incidentally, I compared them to longer
life models and saw no difference in the filaments. What's going on
here?

Next, they also sold those DOT legal HID look bulbs, made by Philips,
too. They are standard wattage, but are they any good? I'm not into
the blue thing, but for the sake of better lighting, I may go for it.
I know the 200's lights suck, but I want to keep it as stock as I
can, before I go the relay route. On my old 5000tq's, I went the 9007
conversion route. They worked much better than 9004's, but the high
beam was pretty much the same as the lows.

Does relaying with stock bulbs provide a noticeably better amount of
lighting? How do I get the auto check to not recognize the fact it's
not connected? Use a resistor in line with the relay? What rating?
Next, for higher wattage, what's safe? I won't use anything higher
than stock without relays.
