Yeah, agreed. The wastegate opening can't bleed off
boost faster than in is being produced so the pressure
rises above the set "limit". That's why the guy
BigMouse on Audiworld was seeing 20 psi shortly in low
gear while it was "set" at 14 psi. I think this
should be O.K. as long as it's brief and in lower
gear. Extended overboost in high gear/high load
situations on the other hand....
