Regarding your main questions:
I think the dummy switch should just pop out.
The leads should just connect to the back of the switch.  If the lights are
new, there should have been a wiring diagram with them which shows the
correct way to wire them.  To be legal in most states, driving lights should
be wired so they can come on only when the highbeam headlights are on.  Fog
lights should be wired so they can come on only when the low beams are on.
You should also wire them using a relay.

To answer your other question - yes there is a difference between fog lights
and driving lights.  Fog lights emit a short, broad band of somewhat
diffused light to enhance vision in fog, rain, snow, etc.  Driving lights
emit a long, relatively narrow beam of direct light to enhance distance
vision.

 I'm curious about using a dummy slot switch for my
fogs (halogen driving lights, actually, is there a
diff?) as suggested but I wouldn't know the first
thing about where to wire'em. Could someone explain
where the leads need to connect and how to remove the
dummy to fit a switch? Putting a spare defog
upsidedown on the left is a slick move. BTW, my
install was a success after reading the thread. Tanks,
