Yep, I've had this happen on my car too. The switch is supposed to be a
push-push (push on and it stays down, push again and it turns off and
comes up) but it became a momentary (never stayed down). I ended up
bypassing the switch.

I rode with a coworker recently in his ~'99 A6, and he has the exact
same problem!
