Put oil in with bilstein inserts?

Hey all,
Getting ready to assemble the suspension on the 4kq (it's getting new struts, control arm bushings, wheel bearings, tie rods, ball joints, sway bar bushings and endlinks, as well as having sandblasted and painted everything), and ran across a question.
When I have put inserts into the strut housings on this car before, I put oil in the strut housing before the insert, per the instructions.
With the Bilsteins I just purchased, there are no instructions to put in oil. The instructions mention draining oil, if required, but nothing about putting in new oil.
Obvious answer is, don't put any oil in, but why is the reason for this? Or, should I put oil in anyhow?
The only thing that I can think of, is the fact that there seems to be holes on the bottom of the insert, unlike what I have seen on other shocks in the past. Is this why?
