My husband says it is called "Liquid Wrench" - leave soak, then
vibrate or tap with hammer . . .

put a wrench of them, if they become rounded, sometime a vise grips
will work. . .

if not grind the heads off and drill the bolts out.

clean the threads with a tap

if necessary, tap to a larger size
