wire from AC to ISV ECU

Hi listers.
Checking ISV ECU on my 200tq '89 I was puzzled that the wire from AC was
disconnected at one pin connector right next to the ISV ECU socket.  It
looked like it was done at factory - same red tape was used to bundle
both parts of the connector.  I did the check because when engine is
cold  rpm at idle is not raised.  Temp sensoe check is ok.
Checking on another 200tqa '89 revealed same situation with connector of
the wire from AC.
Why is that? Any ideas?

Another problem: there is 12V on auxilary turbo cooling pump plug all
the time.  But these 12V do not run pump!  When I connected 12V from
battery to the pump it runs.  Is that a big voltage drop somewhere in
control module?
