NAC: Selling to junkyard?

NAC, but need some opinions.

My friend is out of the country and his 1999 VW GTI was hit while parked
on the street. The guy who hit him ran away.

Damage is $5400, his liability is $1000. Insurance has sent a check for
$4400 to him.

He is not sure when he can return to the USA, so he's thinking of selling
the car. Since he's not sure if he's going to return, he is thinking of
selling the car AS IS, without fixing it first. Where can he sell such
thing? Junkyard? How much are they gonna buy? $100?

Another question. Can he sell his car even though he's not here?
