He probably won't ned to be present in person, but you will need signed
paperwork of some sort to act on his behalf - ie, a signed over title
and/or bill of sale, to be completed by you when you find a buyer. What
you will need depends on the vehicle and location (ie, which state,
etc.)
Ask wherever you register your cars locally, or at a junkyard, what
paperwork is needed, and if he wants, he can set you up with it.
