You might be able to exchange them in Very Central Banks.  That is, in
every "land" in Germany there is one central branch in a big city, which
would do this for you.  At least last August this was still the case.  We
even managed to get a small town bank to exchange a 100 DM bill for us but
this was with a well known local resident in presence.
