typ44 - '90 200TQ electrical problems

a friend of mine with a '90 200 TQ is having a intermittant electrical
short-to ground problem..  sometimes when he puts the car in reverse, it
blows the 15 amp fuse in #12 circuit in the fuse box under the hood.. the
reverse lights go out, and it shuts off the ABS (light says ABS off)
wierd thing is when he turns the parking lights on, the ABS comes back on
again..  any ideas?
