That's not impossible to fix- dynamat, or something like it, could do
leaps+bounds to make the car quiet.  Particularly in inexpensive
cars, since there isn't a lot of trim, doodads, etc..it doesn't take
long to get things out enough to put in sound deadening.  Auto audio
shops are good at that sort of thing, though it would probably
balloon the cost of such an endeavor.

One easy place to look is in the doors- an enormous amount of noise
comes through from there, and the door panels on most cars are very
easy to remove.

Yep, because there's sound deadening material everywhere...
