That would be the wastegate rod and it's a common failure on '97 and
early '98 A4 1.8Ts before they changed the turbo.

Agreed. Mom's '97 A4QT did this with 60K on the clock. Not a problem, it
was some "rod" inside the turbo. They just replaced the whole turbo. It
wasn't *that* labor intensive.
Demand your rights, get this fixed before it gets a whole lot worse and
takes your emissions control with it.
