Is the Cruise Control Servo/Regualtor Bad?

Hi,
  I am still getting the hang of Audi.  While I am waiting for my
manual to arrive, could some one tell me if what I did proves that the
Cruise control servo is bad.  The problem, is well, it doesn't engage at
all.
  I unhooked the Cruise control servo/reg harness (three wire harness)
from the module.  I took a pair of 12V leads and touched the Top and the
left pins.  This caused the motor to run.  I took the Vaccum lead from
the Cruise diagphram, and attached it directly to the port on the cruise
servo/reg.  So it was now stright from the port to the tube, to an open
end.
  While having the motor run, I noticed that I recieved no vaccum on
the end of the hose.  It wouldn't even hold a piece of paper up ( a
small scrap).  I would then surmise that the vaccum pump is bad,
therefore needs to be replaced.

  Is this correct, or does this pump run a lower then 12V current?  Is
there some other test I should do, to make sure before replacing that
this is really bad.

Sorry for the long post, Just trying to make sure I get all the details
correct.
