But, If I bypass the entire vaccum system, wouldn't that tell me if the
pump is bad? Ie straight off the suction end should have descent
suction correct?

The usual cause for inoperative cruise control is a vacuum leak. Take
a
look at the vacuum switches mounted above the brake and clutch
pedals. Look for broken/split/missing hoses. Also, these same hoses
extend into the engine compartment. Check their condition there also.
Good luck - replacing a section of hose beats the living daylights out
of
replacing anything else related to this system.
