Lack of Power in the 1000-3000 RPM Range

Checked that one.  It is not on all the time.  It likes to run after
shutoff for a bit, but that is normal.

Could the whirring be the radiator fan?  Possibly a bad thermister (or
whatever
triggers the fan) is causing it to be on all the time.
