Nate:
You have the same engine as my 86/7 4000 Q (as like everyone else's in the
state)
My experience is: (my brother has one too.) neither have the ISV "buzz".

I take the round end of the rubber boot off the fuel distrib flow plate area
and spray either (starting fluid) well up into the rubber tube (at the
manifold)
where the ISV seems to be (From memory) But you must seal it back down
rapidly and accurately to get it to draw in fuel from the fuel distrib and
the fuel tank and lines. otherwise it runs full tilt (as far as you press
the gas pedal) for about 3-4 seconds, then you start all over.

I've never changed my injectors. in ~400K miles. (TMU)
So I always crack the throttle even though its fuel injection to help
"prime" the fuel delivery to the injectors to get it to start easily.
I'm sure fuel pressure is leaked out from the ancient injectors and their
seals.

Usually starts warm fine. Cold needs "little" assistance.
