CIS-E help?

Well guys....
I've got a real odd one here.
I pulled the EFI and turbo off to get the 88 QSW smogged, and to prepare to
swap in the rebuilt MC. So I put the CIS-E back on, and guess what I find?
Car starts up and idles "not bad" but far from the "good" way it idled
before I pulled the CIS off a few months ago. So I blip the throttle, and
anything over 2000 RPM (regardless of throttle input) results in the motor
jumping around a lot, and HUGE clouds of smoke out the tailpipe...not a very
good way to pass a smog test!
The water temp sensor is new, the O2 sensor gives me a reading (about .9v)
if I pull the RPM up, but at idle it reads 0v. I checked the DPR current; at
idle I get about .112 amps, it doesn't fluctuate. Bringing the RPM up from
idle gives .155amps, again with no fluctuation.
Needless to say I'm a bit frustrated, and surely confused at what could be
going on.
