Dan,

Did you check that:

a) the heater control valve is closing fully (don't know
if it matters for the vacuum controlled models, but the
Bowden cable ones can have cable housing "slippage"
issues, i.e. like 4k's

b) the heater control valve is fully sealing (no blow-by)
