Depends on how you look at it. There were engines, which you
can push start (not jump-start) with a totally flat battery
(the old carbureted ones for example) and engines which refuse
to start irrespective of how long or fast you push...:)

A mechanical fuel pump is more fault-tolerant than the electrical
one in these circumstances... Choosing a manual trans over an
automatic one comes in the same category, i think :=)
