Your heart seems to be set on the newer models. But since
you are undecided, let me ad another option -- the urS4
(original S4), available in the US from 92-94.

Pluses - near bullet-proof I5, already has a turbo, lots and lots
of upgrade options (bigger turbo, chip), upgrade paths already
well defined (check the archives).

There's not a lot you can do with the 2.8 V6. You'd be blazing
a new path trying to put a turbo or 2 in it.

The A4 1.8T has a lot of upgrade options, but the cost of entry
will be high. The higher the entry price, the less money available
for upgrades.

If it were my $15K, I'd spring for an older, low mileage urS4 for
about $10K, spend another $2K to bring the bushings, shocks,
and brakes up to snuff, then spend the remaining $3K on the HP
upgrade (turbo, chip, etc.).

But being me, I'd stop after the suspension upgrade and spend
the last $3K on a trip to a Caribbean island.
