A dirty idle stabilizer valve won't cause rough running. It may cause
fluctuating idle, but that's not the same thing at all. Not a bad idea
to clean it just as a preventative measure, but it doesn't sound like
this is what's causing the problem. More likely a vacuum leak (which
wasn't cured by replacing the lines) or some sort of sensor glitch.
Have the codes been pulled? Perhaps the oxygen sensor is bad, or the
air mass meter could be bad too, assuming this car has one.
