It's called sniping.  The later you can place your bid, the better.
This does not afford you the opportunity to increase your bid though.
It's all or nothing.
My sniping record is 3 seconds (done manually).  You can use a service
like auctionstealer.com too.  You get a few freebes at 10 seconds.
Sniping is not a friendly game but it is part of the ebay world.
