Need some advice (legal?) regarding car title

Hey everyone -
I recently (3 months ago) purchased an Audi with the intent of fixing it up
and giving it to my nephew for graduation.  Well, the "dealer" tht I got it
from had the title but since all of the tranfer of onwership sections had
been filled out (the car had been through a few dealerships) he said he
would get the car titled in his name since it was transferred to him and
then re-transfer it to me.  The problem is that he has had it re-titled in
his name but won't get off his butt to mail it to me - I've been calling and
emailing him for 7 weeks now with no results.  I have to face the reality
that I may never get it which  is quit a shame since I have the car running
now.
Looking for opinions from folks that may have dealt with this.  Also, maybe
there is a lister who lives in a state that would want it that doesn't
require a title on a 1988 vintage vehicle.
Any folks interested in it for parts, etc.  Its a black 1988 90Q 92K miles
that runs but still needs some work../.
