Need some advice (legal?) regarding car title

Randy,

Check with your state's DMV. Some states will titled a vehicle if you provide
the correct documentation showing that you bought the car. This is done in
good faith.

On, the tough note, you have grounds for mail fraud against the seller if you
mailed him the title. Tell him that you won't have any other alternative than file
a complaint with the postmaster. It worked for me in the past.
