A4 1.8T Wastegate problem?

Been working on diagnosing this '97 A4 for a friend. No boost. Replaced the
DV. No change. Decided the wastegate could be stuck open so "actualed" the
diaphragm to move the arm. After doing that, the car did well for a day
until (I guess) the wastegate stuck open again. This car has 40K miles on it
now. Audi replaced the turbo at 6K miles for the same no boost symptom. The
owner thinks it slowly failed over time. He would bring it back to the
dealer for this symptom but of course no issue was found. VAG-COM shows no
DTCs. The ECU appears to be managing the N75.



The shop that has the car now says the actuator arm to the wastegate feels
"loose" compared to other 1.8T turbos. Is there something that can be done
without removing the turbo? The shop indicates they have to take the front
end of the car off to get at the turbo, is that the case?
