One of the best pieces of software I've found is absolutely free.
http://www.irfanview.com/
Make sure to grab the installer and the plugins.
Once installed, go to "File" and "Thumbnails". This opens up a secondary
window where you pick the directory of the images you want to make
thumbnails of. Once you have picked the directory, go to "Options" and
"Set Thumbnail Options" on the "IrfanView Thumbnails" window. Here you
can pick the size that you want your thumbnails to be. Then right click
on one of the displayed thumbnails and click "Select All", then go to
"File" and "Save Selected Thumbs as single images". This opens a
secondary window to select a directory to dump the thumbs into. Once the
directory is selected, click "OK" and the software does the rest.
