You would definitely need to allow for the current loading of the bulbs.  A
single 130 watt high beam bulb would draw something on the order of 10
amps.  Two would require ~20 amps - just for the high beams on my car
alone.  Now add in current for low beams (another 10 amps or so) and fog
lights (yet another 10 amps or so) and...

Anyway, you get up into fairly heavy current loads pretty quickly which
would, in turn, require a pretty hefty DC/DC converter.  Relays are a most
likely a whole lot less expensive.
