Firewall Interfering with Bentley Manual Viewing

I solved this once before, but after re-installing Norton Personal Firewall
2003, I can't view the Bentley CD-ROM Manual.  It seems like it was
incorrect configuration of my firewall software that caused me to not be
able to view the manual's index.

Can someone please help me with this?
