I actually resolved the situation by adding one specific site to I.E. 6
"Trusted Sites" list. There are dozens of sites related to the Bentley
CD-ROM, but my second try was the correct answer!

Seeing no competent replies on-list, I'll jump in and take stab. As I
recall, from when I was running that (horrendously clumsy) software, the
program wants to play "server." You read the manual in a web browser,
and the program itself "serves up" the files to the browser.
My copy of Zone Labs' Zonealarm warned me, or at least asked me if it
was ok, that the Bentley program wanted to act as a server. That would
be akin to allowing your computer to hand files out to requesters from
the internet. Which is dangerous unless you have a well prophylactized
computer and know what you are doing.
Of course, the Bentley isn't really doing that, it just looks like it.
All I had to do was tell Zonealarm that it was ok. I don't know what
your firewall will want to know or do in order to allow the Bentley
program to serve up files to the browser on the same computer, though.
