Type 44 Jorgen Rack failure

I know. I think the boot failing precipitated the failure of the rack
seals due to dirt getting in there, but I don't really know. I didn't
catch it quite soon enough to make that determination. When I found it
the boot was torn, and the rack was leaking, so I don't know which one
came first.
