Fan on 1994 90S only runs at higher speeds (III + IIII).

Folks,

I have a 1994 90S with the following issue:
The fan/blower for the ventilation system only runs at the higher speeds (3
& 4). At speed 1 & 2 there's no fan noise and the airflow is largely
dependent on the vehicle speed and wether the sunroof is open or not.

I guess some resistor pack somewhere has gone belly-up on me. The question
is: Where is this resistor pack located? How do I get to it? How does it
look like? How much should I expect to spend on a replacement?
