83 urq green O2 sensor wire?

Hi All,
I'm over here at Louis-Alain's troubleshooting my stumble under high boost.
I just wired in a relay for the fuel pump. It was reading 11.9V before. Now
it's 13.8V. Of course, now I have a louder fuel pump.
Anyways, a PO had stripped away some wire sheathing on the green O2 sensor
wire (computer side of the connector). There appears to be an inner and
outer wire, yet the connector is a single spade.
What is the double wire for? The outer one is cut right at the connector and
will be impossible to repair. The inner one is fine.
Can I just close up the sheath and ignore the outer wire?
Help!
Bentley isn't very helpful. It shows a thicker looking wire from the sensor
connector to terminal 6 on the OXS control unit..
