I had this problem on my '85 4kq. Got to be nerve wracking having to rev
the engine on 2nd and 1st gear downshifts. First thing I did was remove
the ISV and flush it clean with carb solvent. Then I made sure the idle
switch was electrically working. Next I removed the throttle body and
noticed that there was a signifcant build up of varnish or sludge against
the closing end of the throttle plate. Again I used carb solvent to clean
both sides of the plate and throttle bore. I also noted that idle switch
actuation occurred quite late, so I modified the idle switch mounting plate
by increasing the slot length (needle file and patience). This allowed me
to rotate the idle switch further and have it engage before the throttle
plate hit its stop. Its been working perfectly ever since.
