Well, yes, I "think" so.  I suspect you would need an appropriate
primer, but basically it is at least a clean metal surface which is a
good start.  And even though chrome appears less porous, etc, it's just
a matter of scale, I suspect.  Its irregularities are much smaller.

Maybe the chrome should even be sandblasted prior to priming/painting,
to roughen it up even if it's not being removed.
