The JB Weld epoxy repair worked. I accelerated the set-up of the epoxy with
about 15 minutes of heat from a hair dryer. Even so, set up time was about
three hours and total cure time was at least 12 hours. There is value to
the long cure time. Generally, the longer the cure time, the more resistant
the final patch is to water absorption. This patch went through a rain
storm last night and there is no water in the lens today. I declare the
repair to be at least temporarily successful. If it starts leaking again,
I'm ordering a new lens.

The glass lens had cracked at the upper outer right angle, where the
glass lens mates with the metal reflector shell. This is all hidden by the
rectangular metal band that holds the lens in place. A piece of glass that
was part of the seal had popped out, about the size to admit a flatbladed
screw driver. Source of leak identified.
I'm going to use JB Weld epoxy to replace the glass chip. Has a heat rating
of about 600 degrees F. Location of defect is totally away from any
reflective surface, so all I'm attempting is a re-seal. Reports of repair
will follow.
