No, its not impossible, just difficult.  I just remover the similarlty blocked
port in back of the NG head.  I should have done this when I did the headwork,
but did not realize it was needed until I was hooking up the ancillary
systems.  The CIS-E does not use it, but the 4kq cooling system does.  Similar
to what you have with your UrQ scenario.

I don't think this is crucial to your CIS function, but is used to trigger the
radiator fan after-run on a 4kq and may also have a thermo-time function.  I
forget exactly, just installed it and seems to work fine - again it is not a
part of the CIS-E systems, but is more specific to the car.

I was able to get mne out with a special rachet that swivels at the neck - an
el cheapo that I rarely use, but works great on these special times.  I used an
allen socket with the wrench.

You may be able to do this with a very strong allen wrench, or if you remove
some of the hoses that were in the way on mine.

[There is a sender (smaller of the 2) on the back of the WX head called the
"dual temp sender" in the family album. I'm putting in a hydraulic head that has
that port blocked with an impossible to remove plug. Can my WX ECU get by
without that info?
