Usually it will run for a little right after startup, then start having
lots of issues. The sevarity of the issues depends on the clog, but most
of the time the car will at least run for a short while before the
pressure build up to a high enough point. Though I suppose with a complete
clog this could happen very quickly.
If you have a helper, have them put their hand over the tail pipe as you
crank the engine, there should be some gases trying to get out if it isn't
totally clogged.
