Who makes Rotella? Shell?

I recently bought some Rotella T (a Shell product) at Walmart in quarts &
gallon jug. A few days later I saw it at Pep Boys as well.
What I bought was not synthetic, but has been represented to me as a
non-synth that is only _slightly_ below M1 on the performance tests, for 1/4 the
price.
