My guess:  The distributor timing was off when you bought the car.  Too far
advanced.

The first time the mechanic didn't bother adjusting the distributor timing,
just swapped a new belt on.

When the TB came off the 2nd time to fix the seal, they adjusted the
distributor and fixed your problem.
