Tell him to check the fuel system.  Specifically residual pressure. 
While the symptoms you've described can be caused by electrical gremlins,
in my experience the culprits have resided in the fuel system every time.
 There is a detailed section in the Bentley on checking the fuel system,
and requires little more than a gauge and some fittings (which any decent
tech should have.)  If something is amiss on the pressures it's just a
matter of following the flowchart to figure out which component(s) is
(are) at fault.

Had the same problem a while back on the 200TQA, stumped even a seasoned
tech friend,  I finally traced it to a defective fuel pump check valve. 
It was the last thing I would have suspected, since it was only about 4
months old (came with new fuelish pump).
