I don't know how far that wiring goes, it certainly is a teaser to see
the connector just hanging there, though.
The trouble is the reflector bar itself. I "opened up" a spare/junk one
once to see how this would work, and as I recall, the inside of the red
plastic is painted silver and the inside of the "reflector" for the fog
light is not silvered. On a US reflector bar, that is. In other words,
cutting a hole for the bulb is the least of your worries, you'd have to
remove that silver paint and also figure out a way to create a reflector
behind the bulb.
