'87 5kcstq timing belt cover

The former wrench who did my last timing belt service didn't put the lower 
timing belt cover back on. This would have been about a year ago; I just 
noticed it.  Anyway, how important is this piece? Seems pretty important--I 
mean if some debris got up there, or even just lots of moisture, could be 
bad.
