4000 Right? Either way they have a similar starter.
Igintion switch
Battery (older?) BTDT, may be shorting internally with the plates inside.
13.5V may not be there when a load is put on the battery.
Grounding strap bad. (To motor block/battery)
Starter solenoid or starter replacement.
High resistance wire to Starter
Or motor siezed by hydro lock (BTDT) or something jamming the flywheel (like
a previous post)
FIRST put a wrench and try to turn over the motor by the crank bolt. (15
seconds)
THAT eliminates the motor being the issue.
NEXT swap a know good battery or jumper cables to the terminal wires
then chase down the wires etc.
This should be basic.
